Plans to convert Albany House on Albany Street, Ilkeston, into 28 residential units are due to be considered by councillors, with planning officers recommending approval.
The application relates to the redevelopment of a large existing building which was previously used as accommodation for children within the care system, before later becoming vacant. The site has also been referred to as Evergreen Family Centre in planning documents.
What is being proposed
The scheme involves the conversion and extension of the existing building to create 28 homes. According to the planning officer report, the proposal seeks to bring the site back into active use through residential development, rather than leaving it vacant.
The application is described as retrospective, meaning some works have already taken place. Officers note that the development was previously approved by Planning Committee in March 2024, subject to the completion of a Section 106 legal agreement. That agreement was not finalised at the time, requiring the application to return to committee.
Why the application is going to committee
Although the site sits within Ilkeston’s established urban area, the scale of the development and its planning history mean the decision is being taken by councillors rather than under delegated powers.
Planning officers say the principle of residential use is acceptable, particularly as the building is previously developed land and had already been in institutional residential use in the past.
Impact on neighbours and the area
In their assessment, officers conclude that the proposal would not result in unacceptable harm to neighbouring properties in terms of noise, disturbance, overlooking or loss of amenity.
Highway and parking impacts have also been considered, with the report stating there are no severe transport or safety concerns that would justify refusal under national planning policy.
Officer recommendation
The planning report recommends that permission be granted, subject to conditions.
Councillors will consider the officer recommendation, planning history and any representations received before reaching a final decision.
Decision expected this month
The application is scheduled to be discussed at Erewash Borough Council’s Planning Committee meeting on Wednesday 14 January, held at Ilkeston Town Hall.
Ilkeston News will report back once a decision has been made.
